Introduction

As a (Senior) Manager Public, you are a substantive leader who is hands-on, helping clients achieve their strategic ambitions. This role focuses on content, delivery, and collaboration. You will navigate between administration, operations, and technology, assisting clients with their digital ambitions and ensuring plans are effectively implemented. You will inspire people, build trust, and maintain an overview.

Responsibilities

• Ensure successful delivery of projects and programs.
• Lead assignments and maintain an overview of planning, quality, and agreements.
• Work within clear frameworks such as BIO, ENSIA, and GIBIT/ARBIT.
• Manage contracts and suppliers in multi-vendor situations.
• Build lasting client relationships and act as a trusted advisor.
• Contribute to winning assignments, tenders, and framework contracts.
• Develop solutions and proposals that meet client demands.
• Help our Public team grow, both substantively and as a community.

Requirements

• HBO or WO diploma (Bachelor's or Master's degree).
• 8–10 years of experience in the public sector.
• Proven experience with delivering projects and programs for ZBOs (Independent Administrative Bodies) or implementing organizations.
• Experience as an advisor, project manager, program manager, or change manager.
• 3–5 years of experience with commercial responsibility as part of your role, such as with tenders, proposals, or expanding client relationships.
• A network within organizations like DICTU, KVK, DUO, RVO, SVB, CJIB, RDW, or Kadaster.
• Experience with project and contract management.
• Ability to identify opportunities in laws and regulations such as BIO2, ENSIA, and NIS2.
• Certifications such as PRINCE2, IPMA, and preferably PROSCI.
• Fluent in spoken and written Dutch.
• Dutch language skills preferred (working knowledge required for this role based in the Netherlands).

Nice to Have

• Experience with cloud or data programs within the government sector.
• Knowledge of data, AI, chain management, or cybersecurity.
• Experience in multi-vendor or international environments.
