Introduction

Are you a consultant eager to contribute to societal challenges within the public domain, where policy, implementation, and digitalization converge? Sopra Steria is looking for a (Senior) Consultant to apply their advisory skills to organizations critical to the Netherlands. Public sector organizations face ongoing complex tasks related to digitalization, chain collaboration, and reliable service delivery.

This role emphasizes substance, analysis, and collaboration, navigating the intersection of policy, implementation, and digitalization. You will help clients clarify issues and implement effective improvements in environments with multiple interests and dependencies.

Responsibilities

• Participate in projects at organizations such as the Ministry of Defense, Ministry of Justice and Security (JenV), Police, Rijkswaterstaat, or the Tax Authorities.
• Analyze issues at the interface of organization, processes, and digitalization.
• Advise on improvements in collaboration, governance, and implementation.
• Support project and program management activities.
• Actively engage in stakeholder management within public chains.
• Contribute to digitalization and change initiatives.
• Assist with proposals, tenders, and offers (depending on experience).
• Share knowledge and contribute to the professionalization of our team.

Requirements

• HBO or WO diploma (Dutch equivalent of Bachelor's or Master's degree).
• 3-5 years of experience as a consultant within the public sector.
• Project or program experience with organizations such as the Ministry of Defense, Ministry of Justice and Security (JenV), Police, Rijkswaterstaat, or the Tax Authorities.
• Strong analytical skills and the ability to clarify complex information.
• Affinity with technology and digitalization within the government.
• Experience with stakeholder management in public chains.
• Dutch language skills preferred (working knowledge required for this role based in the Netherlands).

Nice to have:

• Experience with tenders, sourcing, or contract management.
• Certifications such as PRINCE2, IPMA, Scrum, SAFe, BISL, Lean, or ITIL.
• Knowledge of architectural frameworks such as NORA, DSO, GEMMA, or MARIJ.
• Security awareness or knowledge of BIO, ENSIA, and risk management.
• Experience with data models, dashboards, or data-driven work.
