Program Manager - Centralized Exchange / Licensing

Introduction

Sei Labs is seeking a Senior Program Manager to lead the development of a new US-regulated derivatives venue. This critical role involves driving the initiative from DCM license acquisition through to the launch and operation of a regulated platform for crypto spot and futures trading.

Responsibilities

• Own the master timeline, milestone cadence, and cross-project dependencies for 9+ workstreams aimed at DCM submission.
• Drive partner-commercial tracking across various entities like DCO, Anchorage, FCMs, SMARTS, KYC vendors, and Connamara, including integration timelines, contracts, and SLAs.
• Conduct daily, weekly, and monthly project planning, check-ins, and risk surfacing for internal teams and external counterparties.
• Deliver executive-level status reporting and board updates, ensuring clear and honest communication.
• Recruit and manage a team of TPM/PMs as the program expands into new areas.
• Post-license, coordinate exchange build and go-live efforts across partners, compliance, legal, and business functions, eventually owning exchange operations.
• Actively remove blockers, facilitate alignment, and maintain program focus on its objectives.

Requirements

• 10+ years of experience in program management (5+ years if specialized in US licensing product work).
• 2–3+ years of experience at a US-licensed crypto trading platform, specifically in a Program Management role that led initial licensing efforts (DCM, ATS, broker-dealer, MSB, or equivalent).
• Fluency in working with FCMs, DCOs, custodians, surveillance vendors, and KYC providers.
• Demonstrated strong track record of delivering complex, multi-vendor projects with strict regulatory deadlines.
• Excellent written communication skills, capable of transforming complex execution details into concise and actionable updates for leadership.
• Comfort and ability to hold senior internal leaders and external partners accountable for their commitments.

Nice to Have

• Chief-of-staff or founder-adjacent experience at an early to mid-stage company.
• Fintech Program Management background with experience in SEC/compliance work (e.g., from companies like Robinhood, Stripe crypto, dYdX, Hyperliquid-type organizations, Coinbase, Kraken, Binance.US, etc.).
