Product Owner Modernization Healthcare

Zorginstituut Nederland (Dutch Healthcare Institute) works daily to ensure qualitative, accessible, and affordable healthcare for everyone in the Netherlands. The institute determines, among other things, what is included in the basic insurance package, supports digital data exchange in healthcare, and monitors financial flows within health insurance. For our partner, Zorginstituut Nederland (Dutch Healthcare Institute), we are looking for a Medior Product Owner who will play a central role in professionalizing digital modules and iStandards. Responsibilities

As a Product Owner within the Modules cluster, you will play a key role in further professionalizing the development process of iStandards and supporting tools. You will work closely with domain experts, development teams, and other clusters, ensuring that strategic goals are translated into tangible results.

In this role, you will smoothly transition between strategic thinking and hands-on participation. You will provide direction, monitor progress, and serve as a substantive sparring partner for both internal stakeholders and suppliers. In due course, you will also take over a portion of the coordination and product leadership within the cluster.

• Manage the scrum team within the Modules cluster
• Create and manage the product backlog and user stories
• Initiate, concretize, and prioritize new functionalities
• Align dependencies and planning with other clusters
• Achieve professionalization in short-cycle change processes
• Bridge the gap between functional needs and technical solutions
• Coordinate the further development of digital modules and the iStandards website
• Contribute to strategic and annual plans
• Eventually take over tasks from the current Product Owner and coordinator

Requirements

• Minimum of 2 years of work experience as a Product Owner or 3+ years performing similar tasks in a previous role.
• Completed HBO (higher professional education) degree.
• Dutch language skills preferred (working knowledge required for this role based in the Netherlands).

Nice to Have

• Experience within healthcare or other complex domains
• Experience in multiple sectors (public, financial, healthcare, energy, IT, etc.)
• Broad technical background across multiple programming languages
• Knowledge of Agile/LEAN working environments
• IT-related education
